A cartoon clock with a Southern accent who explains the rules of time to new arrivals, and who works for the man who made them up.
Miss Minutes is the creation of He Who Remains, the animated mascot of the Time Variance Authority, who takes the form of a female anthropomorphic clock with a Southern accent. Tara Strong voices her. Wikipedia files her under the MCU’s artificial intelligences rather than its people, and this catalogue gives her an entry anyway, on the same terms as J.A.R.V.I.S. and F.R.I.D.A.Y.
Her design was inspired by Felix the Cat and other early twentieth-century cartoon characters; the first season’s director Kate Herron called her a Roger Rabbit kind of character. Her introductory video in the first episode was modelled on Mr. DNA from Jurassic Park and on public service announcements from various eras. One discarded design resembled Cogsworth from Beauty and the Beast.

In the first-season finale she reveals that she works for He Who Remains at the Citadel at the End of Time; the head writer Michael Waldron called her turn to evil really scary. In the second season she and Ravonna Renslayer follow a roadmap he left to create a new version of him, find Victor Timely as a child and again in 1893, where she attempts to seduce him, and are sent back to the Citadel, where she tells Renslayer her history. When they kidnap Timely from the TVA she is deactivated.

She made her comics debut on a variant cover in December 2021 and on the page in the limited series TVA in December 2024, after the MCU’s TVA had met several Marvel Comics realities in the wake of Deadpool & Wolverine.
