The government man who turns up whenever somebody with powers has made a mess, with a folder and no sense of humour about it.
P. Cleary is an agent of the Department of Damage Control, and Arian Moayed plays him in three projects. In Spider-Man: No Way Home he leads the interrogations of Peter Parker and his friends and family once Mysterio has outed Peter as Spider-Man. By Ms. Marvel he has forgotten Parker ever existed, courtesy of Stephen Strange’s spell, and is taking an interest in an incident at AvengerCon in New Jersey involving Kamala Khan; he sends Agent Sadie Deever, and after the incident and a confrontation with Khan he removes her from the mission and from her position.
In Wonder Man he hires Trevor Slattery to spy on the actor Simon Williams, who is suspected of having superpowers, on the grounds that Hollywood has a Doorman Clause forbidding people with powers from major roles. When Slattery fails, Cleary imprisons him, until he learns Williams has freed him; ionic energy was detected at the blast site, and Cleary suggests Williams could be a valuable resource.
