The king's brother, who came out of the ritual with nothing, and has been treated as less ever since by people who claim to be family.
Maximus is Black Bolt’s brother, devoted to the people of Attilan and set on being king himself. He lost the Inhuman gene going through Terrigenesis, which is why the other Inhumans look down on him. Iwan Rheon described him as the runt of the family, and said that without his brother he would be working down in the mines: he only has what he has out of pity.
Inhumans is the least defended thing in this catalogue and Rheon is the part people still argue for. The executive producer Scott Buck called this a different, more complicated and more real version of the character than the one in the comics, and that claim is at least arguable.
