Doctor Doom has been in Marvel comics since 1962 and has been waiting for this for a long time. What exists on screen so far is a mid-credits appearance at the end of The Fantastic Four: First Steps, establishing him as the despotic ruler of Latveria.
The casting is the story: Robert Downey Jr., returning to these films as somebody else entirely, six years after Tony Stark’s funeral. There is nothing yet to say about the performance beyond that it exists, and this entry will be worth rewriting when there is.
