The scientist who made the children, made the clone, and is the reason there are almost no mutants left to make them from.
Zander Rice is the lead scientist of Alkali-Transigen, and Richard E. Grant plays him in Logan. Wikipedia’s list describes him as the man responsible for the near eradication of mutants, and for the two mutant weapons the film is about, X-23 and X-24. He is the reason Laura exists and the reason the thing that hunts her exists, which is a lot of a film for a man with so few scenes.
