Something is carving holes in planets across the galaxy, and the herald riding ahead of it arrives on Earth during a wedding.
It is lighter and shorter than the first film, and it has the better idea. The Silver Surfer is not an enemy. He is an advance scout for something that eats worlds, and he has been doing it long enough to have made a peace with it that the film slowly takes away from him.
Doctor Doom returns and the team has to work with him, which is the sequel doing what sequels do. The Surfer is why anyone remembers it.

The thing the Surfer works for is Galactus, and in this film it is rendered as an enormous cloud rather than as a figure. That choice was still being discussed eighteen years later: reference material on the 2025 Marvel Studios film notes that its comic-accurate Galactus was designed in explicit contrast to the cloud-like version used here.
