A year after the war, the woman who ran the super soldier programme is doing filing, and recovers a dangerous serum single-handed overnight for her trouble.

Fifteen minutes in which Peggy Carter is given administrative work by men who were nowhere near the front, goes out on her own, retrieves the Zodiac serum, and is reprimanded for it. Then Howard Stark calls to tell her she will be co-heading a new agency.

It is the pilot for a two-season series in everything but name, and the series exists because of it.
