Hank Pym is the reason any of this works and he is not a pleasant man about it. He discovered the particle, wore the suit, lost his wife to the Quantum Realm using it, and then spent decades making sure nobody else could repeat any of that, including his own daughter and the government he used to work for.
The films are unusually clear-eyed about him. His caution is proved correct almost immediately, and it is also the thing that has damaged everyone close to him. Both are true at once and neither cancels the other.
